FACTOR 1:   Knowledge of administration and business-related programs and operations in the Federal government.

Currently, I am continuing my career with the Department of Defense at the Headquarters in Arlington, VA, as an Assessment and Accountability Specialist, a position I have held since 2008.  Administratively, I manage the Advisory Council on Dependents Education (ACDE), which is a Federal Advisory Committee.  Additionally, I oversee the National Assessment of Educational Progress (NAEP) program with the Federal Department of Education, and the accreditation program and $1MM+ contract with AdvancED, the largest accreditation institution in the United States, for which I serve as the Contracting Officer Representative (COR).  In developing the AdvancED contract, I wrote the performance work statement, researched other accreditation institutions and negotiated the contract with AdvancED.   For these, and other, activities, I bring skill sets in personnel coordination and liaison, meeting logistics, scheduling, process and procedure development, and report and memoranda generation.

In 1996, I began my service with the United States Federal government, accepting an assignment with the Department of Defense Education Activity as an elementary school-level Teacher in Masawa, Japan.  In this assignment, I was responsible for teaching a variety of classes to 5th and 6th grade students, including Social Studies, Science, Health and Language Arts. Administratively, I spearheaded direction of the school s Career Day festivities, organized field days, served on the School Advisory Council for two years, was the School Improvement Chairperson for four years and was Chairperson of the Installation Advisory Council for one year, all of which required knowledge and understanding of a variety of administrative programs functioning under the direction of the DoDEA for the Misawa school system.

Following this position, I was recruited to serve the DoDEA in the Yokota, Japan, District, as a District School Improvement/Assessment Specialist.  I was the NCA External Chairperson for 11 schools and played a key liaison role between the NCA and the Japan District school.  I conducted numerous training classes and programs for Administrators, Teachers and members of the community at large, instructing them on the accreditation process as well as the important areas of leadership and continuous school improvement.  Additionally, I designed training curricula which I taught to the Advanced Placement teachers, provided

FACTOR 2:   Ability to analyze and define problems and orally communicate logical approaches to make recommendations and define solutions.

As Assessment and Accountability Specialist for the Department of Defense Education Activity, working out of the Headquarters offices in Arlington, VA, I am regularly called upon to analyze and define problems and to offer logical approaches to resolution of these problems.  Charged with management responsibilities for directing the Advisory Council on Dependents Education (ACDE), which is a Federal Advisory Committee, I assure that all meetings run smoothly, coordinating speakers and attendees.  When problems arise regarding any number of issues, including, for example, last-minute changes in speaker availability, difficulties at the meeting venue or any personnel issues, I can quickly identify the key problem areas and provide direction to other personnel as to the best method of solving the difficulty.

Preceding my tenure with the United States government, I was an award-winning Teacher. During my classroom teaching days, I had to deal with a multitude of problems and issues, which required me to define the problem(s), decide on a course of resolution and action, and communicate the solution through providing oral communications and directions to staff, students and other involved personnel.  This requirement of ongoing oral communication was a skill that I learned well and is a deeply-ingrained skill set.

In my early days with the DoD, I taught elementary students in Misawa, Japan.  Among a variety of responsibilities in this assignment, I provided one-on-one assistance and mentoring for students as well as faculty, often training faculty during in-service days.  In order to provide the optimum levels of training I developed platform skills, particularly when it came to speaking comfortably with individuals even in a large-room environment.  This ability to think on my feet in analyzing meeting participant inquiries and orally communicating recommendations and solutions has added to my effectiveness in dealing with problems and individual personnel on all levels.

Additionally, I have studied Steven Covey s Seven Habits of Highly Effective Leaders and employ that information and the principals learned in communicating with a variety of personnel.

In my current role with the Department of Defense Education Activity, I oversee a number of education-based committees and programs, including the Advisory Council on Dependents Education (ACDE) and the National Assessment of Educational Progress (NAEP) program.  For the ACDE, I am tasked with developing and producing executive summaries, writing all action memoranda, and authoring all relevant reports required for publication.  Additionally, I prepare all meeting notices required for the Federal register.

As an ACDE committee member, I am an active participant in the selection process for nominees for the committee.  This responsibility entails researching each applicant s background and history and preparing information to be utilized in the application process.  During my involvement with the ACDE as its Action Officer, I have developed skill sets in streamlining written communication between ACDE membership and Pentagon personnel.

For the NAEP program, I serve in a liaison position between program management and the Department of Education.  Additionally, I work with personnel at 142 schools regarding the preparation and logistics of the NAEP program, the bulk of the relevant communication being in written format.

In preparation of developing an school accreditation program with the largest accreditation entity in the United States, AdvancED, I researched data on the company and prepared the reports utilized during the investigative phase.  Prior to awarding the $1MM+ accreditation contract to AdvancED, I wrote the performance work statement, researched other accreditation organizations and prepared a report on my findings.  I negotiated the contract, and when it was accepted by all parties, I was charged with assuring adherence to the contract as well as management of the accreditation program itself.

I work with AdvancED in preparing logistical and DoDEA-specific information to allow for the increased understanding of the accreditation and assessment system as well as to increase efficiencies in traveling to military bases in foreign countries.  Further, I utilize AdvancED data for the preparation of reports to show areas of both strengths as well as those where system improvement is called for.

In several assignments, I developed and implemented new Internet sites, where information is posted to again lead to better understanding by the relevant schools of the program processes and to generally increase information flow.  Additionally, I authored instructional materials for use by principals in accessing the official AdvancED website, to both gain information and to input other data more efficiently.

I have designed and facilitated the use of a variety of new forms that schools can utilize in assisting with process improvement, thus increasing efficiency and productivity and decreasing time spent on often redundant and non-essential paperwork and documentation.  And I employ the most current techniques and theories in developing and presenting training materials and sessions to large numbers of Teachers and Administrators regarding assessment and accreditation requirements for their schools and how to meet them.
