KSA QUESTIONS

 

1. Knowledge of federal budget related principles, practices, rules, regulations and procedures.

I offer numerous years of progressive Financial experience with key government contractors, affording me the opportunity to acquire and develop advanced skills and knowledge of Federal budget principles, practices and regulatory issues.

 

Currently I am an Asset Management specialist with Lockheed Martin, where I am required to ensure critical compliance with Federal/Government needs through effective research and analysis focused on determining optimal   products to support those needs while achieving budgetary goals.  I work closely with designated government COTRs to maximize performance in fulfilling IT asset requirements.  I launched my career with Lockheed Martin in 2006 as a Senior Cost Analyst, again working within Federal/Government parameters to process funding documents for commitments, obligations and deobligations, manage contractor invoices and price new products/services for ECP.

 

Prior to this, I facilitated financial administration and program/project planning

within the FAA ATO organization as a Senior Financial Analysis with BAE

Systems in Washington, DC.  Similarly, as a BAE Senior Cost Analysis in 2005, I

provided quantitative cost estimating analysis for major FAA programs.  While a

Pricing Manager with AT&T Technical Services for several years, I effectively

ensured cost proposal compliance with Federal Acquisition Regulations (FAR),

Cost Accounting Standards (CAS) and Disclosed Practices.

 

From 1996 through 2002, I was in Project Control with CSC and 3 TRW, requiring

comprehensive knowledge of Federal budgeting and financial guidelines,

processes and standards.  During this time period, I planned all procurement for

the FAA/OASIS program to ensure funding was in full compliance with the

FMS/DFAS system. Demonstrating my expertise, I was appointed to serve on a

cost estimating team responsible for preparing the Independent Government

Cost Estimate (IGCE) crucial to achieving a subsequent contract award.

2. Skill in the use of automated budget systems, financial tools and techniques to develop, modify, and convert financial information for use in presentations, reports, analysis, etc.

 

Throughout my career, proficient use of diverse automated tools/systems has been critical to maximizing efficiency in managing budget and financial projects and operations.  Some of the many financial tools I am skilled in using to develop, modify and convert financial data for analysis and reporting include

SPIRE, PRISM, DELPHI, and ATO BUDGET.

 

Additionally, I have been actively involved with IT assets management and procurement through much of my career, providing me with an extensive knowledge of advanced technologies/automated systems.

   
3. Ability to clearly and effectively communicate and present complex financial information, consistent with targeted audiences ( i.e., management and internal/external customers).

A key component of my financial roles over the course of my career has been facilitating productive communications with broad populations on a diverse range of financial issues. In my present Asset Management position with Lockheed Martin, I routinely communicate with internal and external stakeholders to coordinate varied IT asset projects and maintain related assets through sound fiscal planning and administration.  

 

While Senior Financial Analyst with BAE Systems, I actively reported and presented to senior management to relay  financial data, effectively articulating complex information to provide practical knowledge of budgetary, financial and fiscal performance issues.  This included productively consulting with management to support long-term planning and strategic decision making.  My dynamic communication skills were instrumental in successfully negotiating contract proposals and price re-determinations for AT&T Technical Services.

 

While working in Project Control with CSC and 3 TRW, I consistently facilitated customer reporting and prepared financial presentations for both internal and external application. I also actively interfaced with contract customers as a Staff Accountant with Logicon Eagle Technology.  Additionally as a Cost Accountant and Cost Analyst from mid-1980s through the early 1990s, I prepared and presented a broad scope of financial/budgetary reports to internal management as well as project/program teams and clients.

 

To complement this, as part of my certification program in Procurement and Contract Management, I successfully completed studies in Negotiation of Contracts and Modifications.

 4. Ability to work collaboratively with others, support and lead task groups, and manage multiple tasks and projects simultaneously.   

I am a driven collaborative team player who excels in building critical relations with broad populations ranging from Federal/Government representatives, contract contacts and senior management to project teams, peers and cross-functional internal personnel.  Presently, I strategically plan, coordinate and delegate project tasks through support personnel, task leads and designated government COTRs to ensure timely, quality and regulatory compliant achievement of goals. 

 

I consistently partner with key internal and external stakeholders to optimize results.  While Senior Financial Analyst with BAE, I actively partnered with senior management to ensure any program/project adjustments were in full compliance with budgetary and contractual guidelines.  Similarly, as their Senior Cost Analyst, I effectively participated in planning and status reviews.

 

As Pricing Manager with AT&T Technical Services, I provided quality assistance to internal organizations in support of defining/projecting labor and overhead rates, material requirements and equipment expenses and recommended adjustments to boost performance and reduce/control costs. Again, as a member of 3 TRW s Cost Estimating Team, I demonstrated exceptional collaboration skills in working with the team in support of capturing a major contract award.

 

I ve also worked closely with DCAA in responding to complex audits to ensure successful performance.  Further, as a Cost Analyst with Vega Precision Laboratory, I consistently provided vital financial analysis support to program teams throughout the entire program lifecycle.
