KSA#3:  Ability to assume responsibility for all phases of an equipment management program, such as repair, maintenance, installation, and user training.  This element includes the requirement to properly document inventory records, maintenance records, and expenditures to meet all regulatory requirements.

Since taking on progressive supervisory/leadership roles in Biomedical Engineering environments, I have assumed increasing responsibility for directing equipment management programs.  In 2003 I was promoted to Chief of Medical Maintenance Branch with Raymond W Bliss Medical Hospital.  In this position, I am responsible for diverse aspects of operations ranging from training and technical support to administrative functions including documenting inventory and maintenance records and costs in compliance with critical regulatory guidelines.

I proficiently manage all phases of equipment troubleshooting, repairs, maintenance, installation, and upgrades, and contribute my technical expertise toward facilitating acceptance, quality assurance and safety testing of complex biomedical systems.  Applying sharp administrative skills, I effectively update and maintain detailed inventory ledgers of equipment including, among others,

defibrillators, respirators, neonatal intensive care systems, surgical coagulators, and related systems.  Additionally I efficiently conduct thorough assessments of documentation to maximize accuracy in property accounting.  With responsibility for planning, allocating and administering budgets, I offer a proven ability to effectively manage cost/expense records.   I excel in strategically managing all resources to optimize productivity, efficiency, quality, and safety while containing and reducing operating costs. Further illustrating my capabilities in administering biomedical engineering programs, I have served as a technical advisor to hospital staff on operator maintenance procedures, safety and facility engineering requirements.

Additionally, I possess an extensive knowledge of applicable regulatory standards, policies and procedures as directed by, among others, Joint Commission on Accreditation of Healthcare Organization (JCAHO), Veterans Hospital Administration (VHA), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Organizational Assessment Program (OAP), Command Supply Discipline Program (CSDP), College of  Pathology (CAP) Association for the Advancement of Medical Instrumentation(AAMI), National Electric Code(NEC), Bureau of Radiation Health(CDRH), Emergency Care Research Institute Recommendations (ECRI), and Veterinary Command( VETCOM)

KSA#4:  Ability to work under pressure, to establish priorities, complete work assignments, meet deadlines, and communicate professionally, both orally and in writing, with customers and supervisors.

In a leadership capacity, a primary role is to effectively determine equipment management program requirements and then define and execute targeted strategies for prioritizing and coordinating projects to achieve objectives in time-sensitive environments.  My current position includes responsibility for planning, organizing and assigning workflow to meet critical deadlines, with full accountability for staff supervision. To illustrate my ability to prioritize and achieve deadlines, I proactively collaborated in steering a transition of Scheduled Maintenance Area Codes (SMACS) to a semi-annual PM schedule, substantially boosting utilization of resources and distribution of workloads.  I also took the initiative to restructure Defense Medical Logistics Standard Support Summary Scheduled Workload to more equitably balance work orders and man-hour accountability, again, significantly enhancing operational efficiencies.

I have continually applied my dynamic oral communication skills toward interfacing with senior management, staff, customers, and related key stakeholders.  I have successfully developed and executed highly effective training programs and productively communicate with both technical and non-technical personnel.

My writing skills have proven vital to optimizing our operations in creating job descriptions, performance standards, maintenance specifications, and standard operating procedures (SOPs). I have developed highly-effective PowerPoint presentations, staff competency training outlines and training documentation used to support effective orientation of new hires as well as achieving annual training requirements; these have since been adopted as part of MEDDAC Memo 750-2.  As another example, I authored an Information Paper for the Clinical Alarm Systems used by RWBAHC to establish proactive procedures for determining effectiveness of hospital equipment and utility system alarms. I also rewrote a new PI Project that received positive recognition from National Quality Management Program (NQMP) and Lockheed-Martin and was a key factor in achieving Equipment Management Branch project goals.

KSA#5:  Knowledge of management principles, and skill and ability in supervising technical employees.

In response to my recognized talent for applying advanced management principles and leading technical personnel, I have been consistently relied upon to serve as primary technical support resource on Biomedical Engineering operational issues, providing expert management-focused recommendations  in the areas of medical/non-medical equipment specification, selection, implementation, user training, modifications, and safety.

In direct response to my management proficiencies, I was selected to assume Chief, Logistics responsibilities concurrent with my role as Chief, Medical Maintenance, taking on accountability for managing diverse operations ranging from medical/non-medical supply, property and facility to physical plant engineering, housekeeping and contracting.  In this capacity, I am in charge of 40 military/civilian personnel supporting the operations of the Health Center, 3 branch primary care clinics, a dental clinic, MEPS, and veterinary detachment and supply chains for 24 medical sections.

As Chief, Medical Maintenance Branch, I have applied solid management principles toward defining, developing and executing innovative practices, techniques, policies, and procedures that have been vital to maximizing both operational and financial performance.  As an example, I strategically capitalized on employee medical equipment training opportunities to institute programs that substantially increased Technician efficiencies and quality while saving $24K in annual contract expenses by bringing services in-house. In a time where military budget cuts have reduced available human resources, I have been able to not only maintain, but improve productivity levels.

.

Illustrating my dynamic management skills, I successfully steered operations to achieve high praises during a TARA survey, leading to the Health Care Center gaining recognition for Maintenance Excellence in managing radiographic systems. I have also succeeded in driving operations to pass OAP and a Mock JCAHO survey, with no significant findings in the areas of Medical Equipment, Property Management, MIREP, and Medical Gas Management.

I routinely act as a Technical Advisor and Management Expert, providing innovative, solutions-focused recommendations on optimizing logistics, space, equipment, fiscal and human resource utilization, and related operational matters.
