KNOWLEDGE, SKILLS & ABILITIES (KSAs)

1. Risk Management - The ability to assure that risk is identified, evaluated, documented, eliminated or controlled within defined program risk parameters.

In my prior position as a Certified Flight Instructor for the International Airlines Training Academy, I consistently defined initial strategies for identifying, evaluating and mitigating risk.  I also continually monitored, documented and controlled program risks on a daily basis to ensure safety and integrity of operations.  I acquired valuable knowledge and experience working with several safety programs established by the school, with strong focus on planning and structuring operations to minimize and eliminate risk.

As an example, prior to each student s long cross-country flight, I thoroughly reviewed all the flight planning with the student.  We conducted comprehensive review and analysis of the destination airport and made sure it was on the approved list for students.  To control risks, I thoroughly evaluated the student s background, whether the student received instruction for that airport and the student s log book to ensure completion of all proper endorsements.  I also analyzed the weather conditions for the flight.  I closely reviewed all of the restricted use airspace while en route to the destination airport.  I documented and reported all data and results.  After the student returned, I also performed an extensive post-flight evaluation to identify any safety issues and problems.  I immediately presented any safety issues to the Chief or Assistant Chief Flight Instructor for evaluation.

2. Evaluation - The ability to determine if a process or component is doing what it was designed to do and is producing the intended results.

As a Check Airman for the International Airline Training Academy, I have applied my expertise toward inspecting, testing and evaluating students and ensuring proper training.  I reviewed and analyzed student performance throughout the first three stages of the Private Pilot License, including the pre-solo flight, the pre-cross country solo and the final evaluation before the PPL check ride with a Designated Examiner.

To appropriately evaluate each flight student, I first completed a comprehensive background check by meeting directly with the flight instructor and checking the log book to ensure completion of all prerequisites.  Applying my advanced communication and interpersonal relation skills, I then orally interviewed the student.  I closely analyzed the student s every move, from the initial interview and starting the aircraft, through takeoff and landing, with strong focus on safety procedures.

Serving as a Tractor-Trailer Operator for Okanogan-Seattle Transport, I applied my critical thinking skills and strong attention to detail toward researching, analyzing and training employees on state hazardous material handling and safety laws.  I operated and constantly evaluated various trailers and tankers, with strong focus on proper and safe functions while ensuring critical compliance with all Washington State laws regarding tractor-trailer operations.

3.  Workload Management C Ability to organize and complete work activities effectively, efficiently, and in accordance with established priorities.

As demonstrated in my progressive career, I have continually excelled in managing resources and workload, with accountability workflow planning and coordination.  I have strategically planned and organized schedules to maximize use of resources while controlling costs and meeting company needs.  I have strong organizational skills with the ability to quickly diagnose unproductive workflows and processes and re-organize systems and workstations for maximum productivity.  I appropriately manage my workload, so that even the most ambitious tasks and projects are achievable through hands-on oversight and short-term objectives including steps with time frames.  I successfully analyze current processes, evaluate alternatives and options, and implement creative solutions to meet organizational objectives.  Assuming workload management responsibilities with multiple employers, a key role has been to strategically plan, prioritize and coordinate schedules, equipment, and resources to ensure on-time delivery of complex, time-sensitive projects.

As one of many examples, I have served as a Flight Instructor for the International Airline Training Academy, with full accountability for a high student load. Demonstrating strong problem solving and critical thinking abilities, I would rotate students throughout each day s schedule to ensure all students would get flights on a regular basis, since I am limited to flying only six students per day.  I also juggled my schedule to include long cross countries and night flying activities to meet FAR requirements, further illustrating exceptional multitasking and prioritizing abilities in achieving goals and timelines.

Also, while working as a LTL Local Freight Truck Driver at USF Reddaway Freight Co., I was relied upon to cost-effectively manage the local freight delivery schedule, with an emphasis on delivering within stringent deadlines.  Through effective schedule planning, allocation and administration, I have been able to consistently maintain within timelines.

4.  Information Management C Identifies a need for and knows where or how to gather information; organizes and maintains information using information management systems.

I recognize the vital role of efficient information management in optimizing performance across cross-functional areas of operations.  In my most recent position, I have routinely compiled and produced detailed student flight evaluation reports for presentation to senior management using varied technologies and software.

I have also effectively gathered detailed information in order to compile and prepare information as a Secretary/Manager for the Kittitas Reclamation District ( District ).  Under court order, the District was required to produce soil maps for an evidentiary hearing; however, we identified a problem - the District only had one set of original colored soil maps and could not send these originals to the court.  Thus, I innovatively designed, developed and implemented a computer program with an operating Grass system to digitize maps by hand.  To control costs, we strategically used college students who were doing this type of work for their own course of study and successfully completed the project within 5 months.

The results of the project not only supplied the court with the evidence it needed, but allowed the lands clerk to start using a computer-based system to assess water values for property segregations, integral to optimizing productivity, efficiency and accuracy.

I have also organized, created and maintained detailed policy development, personnel and operations manuals and am proficient in researching information in order to develop competitive contract bids for all major projects and equipment purchases.

5.  Communications- The ability to communicate in English in a clear, concise manner that is appropriate for the target audience.

I offer dynamic communication skills and effectively apply these skills toward interfacing with everyone from international students to senior management, staff and peers.  Serving as a Flight Instructor, I was in direct contact with Chinese and Indian students, applying my strong communication skills toward ensuring they were properly educated on technical aviation language.  Further illustrating both strong written and oral communication skills, I utilized PowerPoint as well as white boards to effectively educate my students and support my oral presentations.  I also used various hand gestures to further clarify my teachings to these foreign students.

In addition, I proactively built and established key relationships and liaised effectively with senior management and staff members.  As the Senior Flight Instructor, I worked directly with new hires and oversaw their activities to provide appropriate support and advice as necessary.

As a Tractor-Trailer Operator for Okanogan-Seattle Transport, I effectively trained, mentored and motivated fellow employees on applicable Washington State hazardous material handling and safety laws, playing an instrumental role in the development of safe, top performing team members.  I was also relied upon to brief management on any operational issues.

6.  Teamwork - The ability to work with other team members; monitor progress to ensure goals are achieved.

A key part of my jobs has been to continually work with other team members.  In working with staff, I have consistently demonstrated a solid commitment to collaborative teamwork.  In my most recent position as a Check Airman for the International Airline Training Academy, I have successfully coordinated and worked with newer instructors as the Senior Flight Instructor.  I directly supervised and monitored their activities and ensured strict compliance with company policies and procedures.  I also facilitated a teamwork environment in interfacing with new hires that has proven instrumental in boosting employee morale and retention.

In addition, I have also served as a collaborative team member in coordinating, facilitating and leading instructor meetings to discuss problems and pass new information out to other instructors.  In one particular meeting, I brought up and discussed a potentially dangerous issue with standard traffic patterns.  The location of Ryan field was situated in an area that had very few landmarks.  New instructors were incorrectly following the road instead of using the reciprocal heading and would go out too far.  When they turned in on base, they would cross right in front of the following aircraft still on down wind.  We had several close calls; however, after we thoroughly discussed the issue at the meeting, we effectively and collaboratively resolved the problem.

7.  Interpersonal Skills C The ability to relate to individuals; consider differing views; consider and respond appropriately to needs, feelings, capabilities; provide constructive and positive feedback; and manage conflict.

Throughout my progressive career, I have repeatedly demonstrated my talent to apply my interpersonal relation skills in relating to a broad range of individuals, including foreign flight students.  Maintaining positive relationships across diverse populations, from corporate management and staff to students and clients has been critical to my success.

While serving as a Flight Instructor, it was my responsibility to forge and manage productive student-teacher relationships with foreign students in order to gain their trust and effectively teach them  This required the ability to clearly define their needs, interpret and consider varied viewpoints and proactively respond to an extensive range of situations in order to provide appropriate trainings, meet expectations and troubleshoot conflicts/issues for timely resolution.  My interpersonal relation skills proved instrumental in promoting the development of top performing students.

Also, I constantly maintained aware of my students needs, feelings and capabilities in scheduling flights and planning training sessions.  I provided constructive and positive feedback to further support and educate the students.  I always made sure to promote positive enforcement and encouragement, while still carefully informing the student of any errors and corrections.

8.  Decision Making C Makes sound, well-informed, and objective decisions based on critical thinking principles and sound facts and data; perceived the impact and implications of decisions; makes recommendations and commits to action, even in uncertain situation, to accomplish organizational goals.

I have continually applied my strong critical thinking and problem solving skills toward making well-informed and objective decisions.  While working as a Manager/Secretary for Kittitas Reclamation District ( District ), I was relied upon to apply my decision making abilities and sound judgment to make recommendations and commit to an action in an uncertain situation to accomplish organizational goals.  Applying knowledge gained over many years of experience as well as comprehensive analysis and effective definition of District goals, I clearly demonstrated my talent for using critical thinking principles, determining the implications of decisions and providing informed recommendations in achieving our organizational goals.

In 1995, a major canal failure occurred, halting all water deliveries.  I assumed full-scope responsibility to fix the problem immediately.  After shutting down the main canal and securing the site, I called for an emergency meeting of the Board of Directors and asked them to declare an emergency within the district, which would provide me with a broad range of powers under state law to accomplish the goal of getting the canal back in operation, to which they agreed.  Also at that meeting, the Board of Directors voted to give me complete autonomy over the project.

I consulted directly with engineers to determine the best course of action.  Under my direction, engineers commenced working on two different plans to repair the canal.  I decided on and recommended one plan.  The very next day, I began making arrangements with different contractors to start clearing trees from adjacent property owners.  I contacted several heavy equipment operators to move heavy equipment onto the job site.  I directly managed all aspects of this project from inception through completion, with accountability for making all decisions.

From the time we shut the water off until the water was turned back on, it took only 14 days and cost $560,000, which was significantly under the Bureau of Reclamation s estimated time of repair of 6 to 8 weeks and cost of $1.5 million.  When the project was completed, we had moved over an estimated 150,000 cubic yards of dirt and rock, dug 600 feet of new canal and lined it with cement.  Due to my dynamic leadership, project management and decision making skills, the farmers did not lose any crops due to the lack of water, and the repair job is still is use today without any additional work being done to it.
