TECHNICAL QUALIFICATIONS (TQs)
TQ-1: Expert knowledge of and ability to develop and implement a performance management plan aligned to the organization s strategic objectives. Ability to develop and maintain metrics that support the organization's strategic objectives and track and maintain results for a group to enhance organizational performance management. Ability to manage the day-to-day operations and support service processes for a complex and diverse organization.
Throughout my progressive career, I acquired valuable knowledge and experience in developing and implementing performance management plans. I proficiently developed and maintained metrics to support an organization s strategic objectives and tracked/maintained results to enhance organizational performance management. In addition, I actively managed all aspects of day-to-day operations and supported service processes.
As the Chief Executive Officer and one of the original founders of Poni Sails, LLC, an internet technology and security consulting organization, I was relied upon to lend my expertise toward effectively managing all aspects of daily operations. I conducted comprehensive review and analysis of enterprise-wide operations in order to identify, design and execute innovative targeted strategies to boost productivity, efficiency and performance of enterprise-wide operations.
Serving as the Chief Technology Officer for American Cash Exchange, I maintained full accountability for all technology expenditures, technology personnel recruitment, the development of all applications, the deployment of all infrastructure, and the protection of the company's intellectual property, with strong focus on maximizing the organization s strategic objectives. I actively supported the service process, development and implementation of a novel method of moving cash value, allowing US migrant workers to purchase a PIN at a retail store, and their relatives could then use this PIN to withdraw money from an ATM in Mexico. In addition, I proactively identified and managed the resolution of several key areas of resistance. I conducted comprehensive research and analysis of ATM network technology and Mexican politics, instrumental to the successful delivery of IT investments. American Cash Exchange still remains the only non-bank that can directly approve a cash withdraw request from any ATM in Mexico.
At Albridge Solutions, I was promoted from Chief Information Officer to
Chief Technology Officer for exhibiting exceptional performance management
skills supporting enterprise-wide operations. I effectively supervised complex IT programs to ensure
high-level technological performance by designing and maintaining metrics to
track results and identify areas of improvement. Applying technical
expertise toward the design, development and implementation of the brokerage
statement platform, I boosted scalability by 100 times and performance by 6
times, with strong focus on optimizing productivity, efficiency and quality of
services. To contain costs, I recruited a new information technology
staff to replace the core team at Cap Gemini, Ernst & Young (CGEY) at its Advanced Technology Center across from the New York Stock Exchange, where all technology
work was previously performed. I also successfully built and led a

TQ-2: Specialized experience representing top management in meetings and conferences with House and Senate Appropriations Committees, Office of Management and Budget and other entities; with oversight of resource utilization in connection with highly sensitive and potentially controversial management and administrative matters that affect the operations and office.
Applying my dynamic communication and interpersonal relation skills, I effectively represented top management in meetings and conferences with diverse governmental entities. In addition, I oversaw the optimal utilization of resources in connection with highly sensitive and potentially controversial management and administrative matters affecting operations and office.
Serving as the Chief Information Officer at Princeton eCom Corporation, I traveled to most of the 12 Federal Reserve Banks and established key relationships with the respective heads of the regional ACHs, illustrating solid communication and interpersonal relation skills. I had provided confidential briefings to the relevant federal staff on the details of our payment processes. I received an honorary certificate from the Federal Reserve Bank of Cleveland for promoting safe electronic payments as an alternative to paper checks.
I
also applied for and received money services bureau (MSB) licenses in New Jersey, Texas, Arizona, New Mexico, and Illinois. As a company representative, I
met directly with multiple different organizations in Mexico, all of whom claimed to have jurisdiction over some aspect of our service.
These included CONDUSEF, The Mexican Bankers Association, BANSEFFI, Bancomer,
and Comisi n Nacional del Sistema de Ahorro para el Retiro. I also met
with the US Embassy in Mexico City and all three of the Ambassadors at the
three Mexican Embassies in the United States, New York (United Nations
Embassy), Los Angeles (Mexican Peoples Embassy), and Washington DC (The Mexican Embassy to the United States). In addition, I met with Mexican
officials in Mexico City, Guadalajara, and Monterey in
connection with confidential management matters.
As Intuit s Chief Technology Officer, strategically built and established key productive relationships with federal agencies including the FBI, as well as a number of large banks, instrumental to company s success, with accountability for overseeing resource utilization in connection with highly sensitive management and administrative matters.

EXECUTIVE CORE QUALIFICATIONS (ECQs)
ECQ-2: Leading People.
I have consistently applied my dynamic leadership abilities toward meeting the organization's vision, mission, and goals. In order to create a collaborative environment conducive to achieving high levels of employee retention and job satisfaction, I strive to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
As
the Chief Technology Officer at Albridge Solutions in September 2001, I
effectively managed an extremely difficult conflict situation. On
September 12, all the investors pulled out and our general counsel advised us
to lay off most of our staff or risk significant corporate and personal
liability. I conducted comprehensive research and analysis and consulted
with diverse leaders, identifying strategies to continue operations without
sacrificing jobs. We later effectively convinced an investor to take a
$12 million dollar round for a severely discounted price of $5 million. It
took a month to bring the new funding round to a close and several of the
senior managers, including myself, went without pay for that month so that we
could preserve as many other staff members as possible. Instead of mass
layoffs, I only let go of a few people, and morale was preserved
throughout. In the end, the company was able to become profitable and was
recently sold to PFPC/PNC Bank for $308 million. And, for the investor
that we convinced to stay with us, that $5 million investment was likely worth
over $100 million.
Serving as the Chief Information Officer at Princeton eCom Corporation, I actively assisted with the design and implementation of a positive pay system to prevent check fraud. In order to foster an inclusive workplace and leverage diversity to achieve the vision and mission of the organization, I identified David Romero, a Mexican American technological individual to support our company in a new venture. He coached us on Mexican politics and protocol. Applying strong problem-solving and analytical abilities, I collaborated with team members in designing and implementing electronic payment systems and check printing systems to boost profitability. As we built American Cash Exchange, we met with high level officials at each one of the top ten Mexican banks. We learned the right pace for a successful meeting.
Throughout
my career, I worked hard to develop employees to optimize performance and
contributions to the organization by providing ongoing feedback and providing
innovative opportunities to learn. In addition, I promoted team building
and fostered team commitment to accomplish goals. As the Chief
Information Officer (CIO) for Albridge Solutions, I identified a complex
technical inefficiency. After clearly defining the technical problem, I
approached my staff. Applying my strong leadership and interpersonal
relation skills, I motivated my staff to discover innovative solutions. With prior approval from senior
management, I told each team member that as key members of the IRIS effort,
they would each receive a holiday bonus of $10K provided the project was
completed on time. I further explained that I had an additional $10K to
reward the person who could design the most efficient schema for storing and
retrieving asset positions and prices, sparking healthy competition and leading
to a collaborative solution to the issue. Thus, we were
able to deploy a fully functional prototype before December 24, 2000 while
staying within budget, keeping morale high, and building a cohesive team ready
for challenges.
