KSA RESPONSES

1. Knowledge of personnel security concepts, principles, and practices to review, analyze, and resolve issues.

With 5 years of direct experience in the security field, as well as extensive prior military background as a member of the U.S. Army Military Police, I offer extensive knowledge of personnel security concepts, principles and practices as well as a keen talent for applying this knowledge toward effectively analyzing, troubleshooting and promptly resolving crucial issues.

In my present position with Paragon Systems, a key role is to ensure the delivery of optimal security services for U.S. Government agencies and departments, including critical personnel.  This requires that I effectively analyze security needs, identify inefficiencies and provide quick solutions for potential and emerging security risks. One of the primary ways  I am able to accomplish this is by conducting comprehensive on-site inspections for ongoing compliance with security contract agreements, illustrating subject matter expertise as well as dynamic analytical and problem solving skills. Prior to this, I was responsible for facilitating quality security services, again including physical/personnel protection, at Moody Air Force Base through contracts with Southeastern Protective Services, 2007-2008, and US Protect, 2004-2007.

Complementing these qualifications, I have personally provided executive-level protection for high-profile clients including POTUS, VP, Secretary of State, Dignitaries, and General Officers, where the ability to rapidly identify individual protective service needs as well as quickly adapt to changing, often high-risk environments required advanced evaluation, analysis, problem resolution, and decision making skills.

Ongoing professional development through courses including Special Reaction Team Training, Unit Self-Assessment Management and Quality Awareness have provided me with dynamic additional tools for enhancing my analytical and problemsolving skills in delivering superior personnel security programs/services.

2. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs.

Over the course of my career in security, a key focus has been on developing security education programs, presenting comprehensive training and collaboratively steering security programs.  For example, my current employer, Paragon Systems, specializes in providing professionally trained personnel across broad U.S. Government agencies and departments in support of homeland and government/national infrastructure security.  In a leadership and quality control capacity, I am actively involved in program development and implementation.

As a Site Manager with Southeastern Protective Services/Moody Air Force Base, my primary responsibilities were in the area of human resources.  This included facilitating professional development programs and counseling/mentoring personnel in conjunction with driving personnel administrative operations vital to maximizing quality of personnel in a security-sensitive military installation setting.  Contracted to Moody Air Force Base through the original contractor, US Protect, I was Chief of Guards.  While there I successfully planned, coordinated and spearheaded the launch of a pioneering Security Guard Force, with responsibility for full-scope staff training and development; as a result of my efforts, our contract almost tripled in size, expanding from securing 8 to 23 guard posts.

I have also completed numerous military courses supporting my qualifications in training and development.  These have included Training Supervisor Course, Technical Training Instructor, Instructional System Development, and Police Firearms Instructor Development School.

3. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.

My extensive military training in management and leadership, from Unit Self-Assessment Management and Quality Awareness to Quality Air Force Leadership, coupled with my comprehensive senior/management-level positions in the security field clearly illustrates my broad qualifications in driving security programs.  I am proficient in strategically planning, developing, executing, and evaluating programs to achieve critical mission requirements as well as boost bottom-line program performance. For instance, I am currently managing 10 key contracts providing superior security programs and services for approximately 75 national government agency/department work sites.  My involvement in delivering these programs ranges from on-site inspections, contractual compliance and quality control to consulting with executive-level stakeholders in optimizing security program and contractual performance.

Illustrating my value, commitment and contributions as a leader in the security field, I was retained during Southeastern Protective Services acquisition of the US Protect contract to continue to spearhead security programs at Moody Air Force Base.  As a Site Manager, 2007-2008, I led a team of 3 salaried Supervisors and indirectly managed 47 Officers in implementing comprehensive security programs.  Earlier, while contracted through US Protect at the AFB, I was successful in applying my security field expertise, sharp program development/ administration and proactive leadership skills toward driving a critical new program launch, achieving 100% success in attaining our mission while concurrently supporting the employer in substantially increasing contract scope and revenue.

4. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

My entire career has relied on my ability to effectively initiate, cultivate and maintain strategic relationships and alliances with peers, subordinates, clients, and key stakeholders throughout the security, government and military sectors.  In my current position with Paragon Systems, I routinely consult and collaborate with executive-level officers on optimal strategies and solutions for maximizing security across U.S. Government infrastructures in areas spanning contract administration, compliance and operations.   As a leader, I excelled in building and directing high-performance management and support teams as well as facilitating positive client relationships while driving security programs and initiatives for Moody Air Force Base as an On-Site Contract Manager, 2004-2008.

While personally providing POTUS, VP, Secretary of State, Dignitary, General Officer, and additional high-profile individual security, I productively interfaced and collaborated with their respective staff, government entities and security leaders to optimize results.  Further illustrating my strong ability to build productive working relationships in support of crucial missions, I have worked with the US Secret Service to provide Bomb Dog support.

I also possess the dynamic communication skills required to effectively interface with broad populations, as demonstrated by my extensive qualifications in Training and Development.

5. Ability to plan, organize work, and meet deadlines.

In a management-level capacity within the security field as well as military, I have continually demonstrated the ability to strategically plan, coordinate and steer programs, projects and workflow to maximize use of resources and meet critical deadlines in time-sensitive settings.  As a Quality Control Specialist with Paragon Systems, I am continually planning, organizing and facilitating nationwide on-site inspections for contractual and quality standards compliance.

While driving security operations at Moody Air Force Base as an On-Site Contract Manager, my success relied heavily on my ability to plan, coordinate and manage broad-scope areas of operations, from program development/management to human resource, financial and payroll administration, in a fast-paced, deadline-driven and security-sensitive military installment environment.  Advanced organization and resource management skills were crucial in effectively building and leading a direct team of Supervisors as well as indirect staff of 47 Officers vital to Base security.

Delivering comprehensive executive-level protection services as well as coordinating Bomb Dog support with US Secret Service both required the ability to optimize productivity and efficiency in time-critical situations through strategic planning, organization and time management.
